Grand Haven voters approved the GHAPS non-homestead operating millage renewal in yesterday’s Ottawa County special election. The GHAPS bond proposal, which was also on the ballot, did not pass.
Voters approved the operating millage by a vote of 6,791 to 3,605, at its current rate of 18 mills. The operating millage has been in place at its current level for more than 20 years and has historically received overwhelming support. This year’s renewal will contribute around $16.2 million to the district’s operating budget.

The $155 million bond proposal, however, was defeated at the polls. The bond would have addressed current facility needs, including a new middle school, safety and security updates and renovations at all campuses, district-wide enhancements in technology, transportation and school music programs, and a new multi-purpose facility at the high school.
“It’s disappointing, of course,” says Grimes. “Though the bond was defeated, the needs remain. Important school safety and security updates will still need to be addressed. Lakeshore Middle School is 70 years old and in need of expensive repairs. Our next step will be to find creative ways to address the most urgent safety, security and facilities issues using the resources we currently have.”

In 2014, voters approved two bonds that funded a district-wide expansion of athletics and performing arts facilities and provided for needed roof repairs, school buses, and new technology that ensured a 1:1 student-to-device ratio at all GHAPS schools. The district updated traffic routes to aid in congestion and enhance student safety. The bond also paid for asbestos removal and the installation of needed fencing.
“We were fortunate in 2020 to have a device available for every student,” shares Grimes. “When we had to transition to online learning, we had many components already in place. It’s truly the kids who win when the resources are there.”
Heading into the May 2023 election, GHAPS’ overall debt levy was at 4.2 mills, the second lowest among west Michigan districts and 7.8 mills lower than nearby Allendale Public Schools.
